FPBS Accountability Measures

 On February 22, the Department of Public Instruction (DPI) submitted a request for Elementary and Secondary Education Act  (ESEA) flexibility to the United Stated Department of Education.  ESEA is also known as the No Child Left Behind Act (NCLB).  In order for states to request flexibility, their proposal had to address four areas which are outlined below.  In Wisconsin, two major themes (increased rigor and personalized learning) are the foundation of, and are therefore woven throughout, Wisconsin’s request for flexibility.

The attached power point describes these changes in accountability for the State of Wisconsin as well as the Fox Point-Bayside school district response.  This power point was presented at the May 21 Board of Education meeting by Kathy Myles, Director of Teaching, Learning and Assessment.

  1. Students who are college and career ready have, upon graduation, the knowledge, habits and skills needed to succeed in postsecondary education or training.  The link below will take you to the College and Career Readiness (CCR) anchor standards that are tied to the Common Core for English Language Arts.

  1. The Wisconsin Framework for Educator Effectiveness is a performance-based evaluation system for teachers and principals that will serve as the foundation for the state model. This preliminary report outlines the framework as well as the 2011 Model Core Teaching Standards (Appendix A), the 2008 Leadership Standards for administrators(Appendix B) and the areas being assessed when evaluating teachers using the Charlotte Danielson model (Appendix C).  The information in the final appendix illustrates the language within the framework.   Since this report was first published, the  signing of Senate Bill 461, which legislated an Educator Effectiveness system for all Wisconsin—teachers and principals ?was signed and is to be implemented by the 2014-15 school year http://dpi.wi.gov/tepdl/pdf/ee_report_prelim.pdf

 

  1. Reducing duplication and unnecessary burden on school districts resulted in the Department of Public Instruction purchasing a suite of tools—called business intelligence, or BI, Tools—that will change the way DPI provides the data we collect back to schools and districts, and the way school and district staff, as well as the public, can access data about Wisconsin public schools.  In addition, the State Superintendent’s Digital Advisory Council recommended that a statewide student information system and data warehouse be implemented to facilitate data based decision making on the part of school systems.  In July 2011 WI Act 32 was signed into law requiring the selection and adoption of a Statewide Student Information System (SSIS) to further this goal.  The bill also requires all Wisconsin school districts to adopt this new system within five years of implementation.
